Urges the Great Lakes-St. Lawrence River Basin Water Resources Council to carefully scrutinize Waukesha, Wisconsin's proposed water diversion from Lake Michigan.

Waukesha has stated its intention to apply for an 18.5-million-gallon per-day diversion of water from Lake Michigan to meet current drinking water needs and future economic growth.

Expresses concern that the Waukesha proposal may not adequately meet compact standards requiring that communities exhaust significant water conservation measures before diverting Great Lakes water.

Notes that the council's interpretation of compact standards for this first major diversion request will set precedent for future water diversion proposals and approvals.

Directs that copies of the resolution be transmitted to the Great Lakes-St. Lawrence River Basin Water Resources Council, the Office of the Governor, and the Office of the Great Lakes.
