Total Facility Cost for the Michigan State Police Headquarters shall not exceed $52,000,000, with the Authority financing up to $52,000,000 through bond issuance and the State contributing $0 from the General Fund.

Legislature approves conveyance of property to the State Building Authority for acquisition and leasing of the Michigan State Police Headquarters facility located in Ingham County.

Legislature determines that leasing the facility from the Authority serves a public purpose under 1964 PA 183 and approves the lease agreement between the State and Authority.

Annual "True Rental" payments for the facility shall be between $3,840,000 and $4,389,000, with amounts certified by an appraiser and approved by the State Administrative Board and Authority.

Legislature commits to appropriating sufficient annual amounts to pay rent obligations under the lease, and authorizes the Governor and Secretary of State to execute the lease on behalf of the State.
