Express legislative intent to formulate and adopt a Great Lakes States Homeland Security Compact with neighboring states and provinces including Minnesota, Wisconsin, Illinois, Indiana, Ohio, Pennsylvania, New York, Quebec, and Ontario

Establish a Regional Emergency Management Support System (REMSS) with regional implementing entities (RIEs) to strengthen state and local preparedness and coordinate emergency response across the Great Lakes region

Create regional coordination mechanisms to address gaps in federal disaster response, which can take up to 72 hours to mobilize resources, while leveraging existing state-level resources for faster regional response

Direct transmission of this resolution to the governors and legislatures of neighboring states and provinces, the President of the U.S. Senate, Speaker of the House, and Michigan's congressional delegation as an invitation to engage in compact negotiations

Enable RIEs to build resource databases, coordinate interstate exercises, identify and locate needed resources during emergencies, and work with first responders and federal homeland security officials
