Argues that EPA's proposed permitting requirements would delay or eliminate investments in energy-efficient technologies and burden economic recovery efforts.

Contends that state agencies lack capacity to handle an estimated 6 million anticipated permitting requests under the proposed regulations.

Expresses concern that EPA regulations could cause additional job losses beyond the 4 million jobs lost in 2009.

Directs transmission of the resolution to the President of the U.S. Senate, Speaker of the U.S. House of Representatives, and Michigan's congressional delegation.
