Expresses dismay at the U.S. Supreme Court's rejection of Michigan's request to immediately close canals and waterways connecting the Great Lakes to the Mississippi River basin to prevent Asian carp invasion.

Urges the Michigan Attorney General to seek a federal court injunction under MCL 324.3115 and the Michigan Natural Resources and Environmental Protection Act to close locks connecting the Great Lakes to the Mississippi River basin.

States that Asian carp pose a billion-dollar threat to the Great Lakes ecosystem and fisheries, and once established would be impossible to eradicate.

Criticizes the Obama Administration and U.S. Congress for failing to take decisive action, noting that studying the problem and reliance on experimental barriers represent failed federal policies.

Directs transmission of the resolution to the President, congressional leadership, Michigan's congressional delegation, and the Michigan Attorney General.
