Requires public employers and contractors performing services for Michigan public bodies to register with and participate in the E-Verify system to verify work authorization of all new employees.

Prohibits employers from discharging a U.S. citizen or permanent resident alien if the employer knowingly employs an unauthorized alien, and provides discharged employees a private cause of action for violations.

Requires employers and public agencies to verify lawful presence through Form I-9 or affidavit under penalty of perjury, with further verification through E-Verify; false statements constitute perjury under Michigan law.

Imposes civil infractions with fines of $100-$1,000 per violation for willful and repeated violations of the act.

Debars contractors violating E-Verify requirements from contracting with any public body for 1 year, and requires immediate contract termination for businesses employing 2 or more unauthorized aliens.
