Allows applicants to use a Michigan Department of Corrections identification card (issued to paroled or released prisoners) as one of the required identification documents when applying for a state personal identification card.

Grants the Secretary of State electronic access to prisoner information maintained by the Department of Corrections for purposes of verifying the identity of prisoners applying for state identification cards.

Prohibits the Secretary of State from issuing state personal identification cards to persons who hold an active Michigan driver's license or chauffeur's license, unless that license has been suspended, revoked, or restricted.

Requires applicants who are not U.S. citizens to demonstrate legal presence in the United States and allows the Secretary of State to enter into agreements with the federal government to verify authorization to be present in the country.

Establishes security requirements for the production of identification cards, including physical security of manufacturing locations, security clearance requirements for personnel, and fraudulent document recognition training for state employees.
