Accepts identification cards issued by the Department of Corrections to paroled or released prisoners as valid identification documents for operator's or chauffeur's license applications.

Requires applicants who are not U.S. citizens to provide documents demonstrating legal presence in the United States and allows the Secretary of State to verify legal presence through agreements with the federal government.

Grants the Secretary of State electronic access to prisoner information maintained by the Department of Corrections for identity verification purposes when applicants apply for operator's or chauffeur's licenses.

Establishes security requirements for the production and issuance of operator's and chauffeur's licenses, including physical security of production locations and security clearances for authorized personnel.

Makes the act contingent on passage of House Bills 4074, 4075, and 4077 in the 96th Legislature; effective February 23, 2012.
