Department of Management and Budget must issue directives requiring all state agencies to provide expenditure information including recipient name, amount, funding agency, and purpose of funds.

Department must develop and operate a searchable public website by January 1, 2013 to make state expenditure data freely accessible to the public.

Each state agency must link to the searchable database on its website homepage and provide all required expenditure information to the department.

Confidential information protected by state or federal law is exempt from disclosure requirements.

Definition of "expenditure of state funds" includes state purchases, contracts and subcontracts, and grants processed through the state's central accounting system.
