Requires municipal water or sewage systems serving more than 40% of Michigan's population to be audited annually by an independent auditor designated by the legislative auditor general, with results made public and submitted to the legislature by December 1 each year.

Mandates at least one public hearing at least 120 days before any proposed rate increase takes effect, with notice published in daily newspapers and mailed to all served municipalities at least 30 days in advance.

Prohibits final governing body votes on rate increases until public hearings are concluded and results are considered, except for rates necessary for debt retirement under bond obligations.

Requires each city, village, or township served by the system to be audited annually by an independent auditor, with results made available to the public and paid for by the respective municipality.

Mandates posting of all contracts and expenditures exceeding $25,000 made by the system on its website.
