Establishes a 4-member board of county canvassers in every Michigan county with consolidated authority over recounts and canvassing duties previously split among multiple local boards, abolishing all other local canvassing boards.

Creates Chapter XVIIA to establish metropolitan district elections, including procedures for nominating candidates, certifying elections, filling vacancies, and conducting recounts under county canvasser oversight.

Designates the county clerk of the county with the largest number of metropolitan district registered voters as the metropolitan district election coordinator responsible for conducting elections and delegating duties to city and township clerks.

Requires the qualified voter file to include metropolitan district jurisdictional information and allows the secretary of state to determine actual election costs when counties and metropolitan districts cannot agree.

Expands affidavit of identity requirements to include candidates for metropolitan district office and extends recall petition procedures to metropolitan district officers, filed with the county clerk of the county containing the largest portion of registered voters.
