Prohibits open burning of household waste containing plastic, rubber, foam, chemically treated wood, textiles, electronics, chemicals, or hazardous materials beginning 180 days after the act's effective date of April 19, 2012.

Establishes civil infraction penalties for violations by individuals burning household waste, ranging from a warning for the first offense to fines up to $300 for the fourth or subsequent offense within a 3-year period.

Allows open burning of wooden fruit or vegetable storage bins constructed from untreated lumber for disease or pest control in rural areas, excluding cities, villages, and areas within 1,400 feet outside city or village boundaries and certain priority air quality zones.

Permits congressionally chartered patriotic organizations to burn unserviceable United States flags without penalty under state or local burning regulations.

Repeals section 5514 of the Natural Resources and Environmental Protection Act of 1994.
