HB-4215 Summary

• Superintendent of public instruction must publish an annual list by September 1 of the lowest-achieving 5% of Michigan public schools based on federal Race to the Top grant program criteria.

• Schools on the list are placed under supervision of a state school reform/redesign officer who requires submission of a redesign plan within 90 days, developed with input from local teacher bargaining units and superintendent for school board-operated schools.

• Redesign plans must implement one of four federal intervention models: turnaround, restart, school closure, or transformation; the officer approves, disapproves, or modifies plans within 30 days.

• A state school reform/redesign school district is created, with the reform/redesign officer acting as superintendent with broad powers over school operations, including authority to direct all pupil-attributable funds and impose collective bargaining agreement addendums eliminating seniority systems and work rules that impede implementation.

• Schools can be released from state control if the superintendent of public instruction agrees significant improvement has been made; the reform/redesign officer must submit annual reports to legislative committees on progress.
