Amends Section 971 of Michigan's 1954 election law to address special elections following successful recalls of local elected officials.

Prevents the officer receiving a recall petition from proposing a special election date if a review team has been appointed under the local government and school district fiscal accountability act for that city, township, or village.

Voids any previously proposed or scheduled special election date if a review team is appointed after the officer or county election scheduling committee has acted but before the election is held.

Requires the review team to submit a proposed special election date to the county election scheduling committee within 5 days of reporting its findings to the governor.

Takes effect only if House Bill 4214 of the 96th Legislature is enacted into law; approved and effective as of March 16, 2011.
