Requires communications advocating election or defeat of a candidate sent via automated telephone, email, or electronic means to clearly state the name and address or telephone number of the person paying for the communication.

Independent expenditure communications must include the disclaimer "Not authorized by any candidate committee."

Communications paid for by persons other than the candidate must include the disclaimer "Authorized by [name of candidate or candidate committee]."

Telephonic communications must state the payer's name, address, and telephone number plus any required disclaimers at the beginning of the call.

Violations are misdemeanors with penalties ranging from 90 days imprisonment or $500 fine for first offense, up to 93 days imprisonment or $2,500 fine for third and subsequent offenses.
