Landfill owners/operators must submit annual reports to state and local authorities containing information on solid waste received (itemized by origin), remaining disposal capacity, and landfill gas recovery data (if yard clippings are accepted).

Department must submit summary reports to legislature by January 31 each year consolidating information from landfill operators' annual submissions.

Establishes recycling and reuse of materials (including electronics) as principal objectives of the state's solid waste management plan to conserve raw materials and landfill space.

Prohibits delivery to landfills of medical waste, beverage containers, motor vehicle tires, yard clippings (with exceptions for diseased/invasive species and landfills with methane capture), used oil, lead acid batteries, radioactive waste, hazardous waste, bulk liquids, sewage, PCBs, and asbestos (unless compliant with federal standards).

Allows yard clippings at landfills with energy-generating methane capture if clippings are segregated at source, non-woody, and transported separately until January 1, 2015; exempts diseased or invasive species from yard clipping restrictions.
