Department of Licensing and Regulatory Affairs establishes an electronic system to monitor Schedule 2, 3, 4, and 5 controlled substances dispensed by veterinarians, pharmacists, and dispensing prescribers in Michigan.

Reporting requirement includes patient identifiers, substance name, dispensing date, quantity, prescriber, and dispenser information, with no new fees charged to veterinarians, pharmacists, or dispensing prescribers.

Health care payment or benefit providers may access the electronic system until December 31, 2016, for purposes of ensuring patient safety and investigating fraud and abuse.

Department may request written information from health care payment or benefit providers between February 1, 2013 and February 1, 2016 regarding their access to the system and number of inquiries made.

Data obtained from the system is not a public record and is not subject to the Freedom of Information Act; information may only be shared with authorized entities including licensing boards, law enforcement, and practitioners treating bona fide patients.
