Establishes implementation deadline of September 1, 2011 for unemployment agency to deploy initial fraud detection and collection software package using special fraud control fund resources.

Modifies extended benefit eligibility periods by changing the Michigan "on" indicator calculation for weeks between December 17, 2010 and December 31, 2011 to use preceding 3 calendar years instead of 2 years for insured unemployment rate comparisons.

Reduces maximum weekly benefit duration for new claims filed on or after January 15, 2012 from 26 weeks to 20 weeks while maintaining 14-week minimum.

Adjusts maximum weekly benefit rate to $362.00 for claims filed on or after April 26, 2002 and requires recalculation of existing claims under new maximum.
