Requires each state agency to prepare an annual regulatory plan reviewing its rules and electronically transmit it to the office of regulatory reinvention by July 1 each year.

Agencies must identify rules to review, rules expected to be processed, unused statutory rule authority, and rules expected to be rescinded in the next year.

Prioritizes rule reviews on rules affecting the greatest number of businesses, groups, and individuals, and those with the greatest statewide compliance costs.

Rule reviews must address continued need for rules, public complaints, compliance complexity, conflicts with federal or local regulations, and changes in technology or economic conditions since last evaluation.

Requires the office of regulatory reinvention to distribute agency plans to legislative committees dealing with relevant subject matter within one business day of approval, and agencies must provide website links to the office of regulatory reinvention.
