Amends the Natural Resources and Environmental Protection Act to exclude sporting swine located on registered sporting swine livestock operations from regulation as game under the department's authority.

Excludes privately owned cervidae species on registered cervidae livestock facilities from the definition of "game" and exempts them from department regulation under the privately owned cervidae producers marketing act (2000 PA 190).

Establishes prohibited and restricted species lists for aquatic plants, birds, crustaceans, fish, insects, mammals, and mollusks, with criteria for the Natural Resources Commission and Commission of Agriculture and Rural Development to add or remove species.

Requires 30-day advance notice to the legislature and relevant standing committees before issuing orders to add or remove species from prohibited or restricted lists, with posting on agency websites.

Contains tie-bar language making the bill effective only if House Bills 4503, 4505, 4506, and 4699 are also enacted into law.
