Requires horse auctions and sales markets to ensure all equidae have negative EIA test results within 12 months prior to sale, with animals held until results are known if testing cannot occur beforehand.

Directs the director to quarantine EIA test-positive equidae and their herd of origin, with source herds tested on a seasonal schedule (anytime November-April, or after 45 days in May-October) before quarantine release.

Establishes that EIA test-positive equidae may only move interstate to federally inspected slaughter facilities, federally approved diagnostic/research facilities, or the original farm of origin, and must be identified with a freeze brand "34A" unless immediately destroyed.
