Prohibits individuals with concealed pistol licenses from carrying firearms while under the influence of alcohol or controlled substances, with bodily alcohol content thresholds of .02, .08, or .10 grams per 100 milliliters of blood determining civil infraction or misdemeanor penalties.

Establishes chemical analysis testing procedures for peace officers to determine alcohol content, with refusal to submit resulting in potential license suspension or revocation reported to the concealed weapon licensing board.

Expands educational requirement waivers for license renewal to include peace officers, retired police officers, retired law enforcement officers, active duty military members, and honorably discharged service members.

Modifies license renewal procedures to extend expiration dates by 180 days if the concealed weapon licensing board fails to issue or deny renewal within 60 days, provided applicant paid fees and submitted background check receipt.

Adds retired federal law enforcement officers as exempt from no-carry zone restrictions and includes additional exemptions for security personnel, private investigators, corrections officers, and state court judges employed or required to carry firearms in restricted locations.
