Authorizes the state administrative board to convey state-owned property at the Scott correctional facility in Northville Township, Wayne County (approximately 53.16 acres) by quitclaim deed.

Requires the Department of Technology, Management, and Budget to first offer the property to local units of government for $1.00, with a 60-day purchase agreement deadline and 120-day completion deadline.

Permits the department to sell remaining property through competitive bidding, public auction, real estate brokerage, fair market value sales to local units, or transfer to a land bank authority if the initial offer is not accepted.

Requires any below-market-value conveyance to be used exclusively for public purposes with equal access to all members of the public; allows the state to reenter and repossess the property if terms are violated.

Grants the state 40% of any profit if a local unit receiving the property sells it within 10 years, and reserves the right to repurchase at the original sale price; directs all net revenue from sales to the state general fund.
