Excludes on-call and training compensation for volunteer firefighters earning less than $10,000 annually from reducing unemployment benefit calculations, effective October 1, 2015.

Reduces the earnings disregard rate from 40 cents to 50 cents per dollar of remuneration earned during a benefit week, effective October 1, 2015.

Lowers the maximum total benefits and earnings ratio from 1-3/5 times to 1-1/2 times the weekly benefit amount for individuals receiving partial remuneration, effective October 1, 2015.

Caps maximum unemployment benefits at 20 weeks for initial claims filed on or after January 15, 2012 (previously 26 weeks), while maintaining a 14-week minimum.

Requires the unemployment agency to report annually to the legislature on the number of individuals affected by earnings disregard reductions and partial remuneration limits.
