Allocates 23% to 27% of federal DOT-FHWA highway research, planning, and construction money appropriated to Michigan for road and bridge construction to programs administered by local jurisdictions, after deducting federally-allocated and competitively-distributed funds.

Excludes from local allocation calculations: congestion mitigation and air quality money, federal bridge money, transportation enhancement money, discretionary U.S. Secretary of Transportation distributions, and congressionally designated money.

Requires distribution of allocated federal money to eligible local agencies for transportation purposes consistent with state and federal law.

Allows local jurisdictions receiving federal money to exceed the 23% to 27% allocation caps if they can provide matching funds and the state department cannot, with the percentage adjusted based on the local jurisdiction's matching capacity.

Provides that federal money matched by local jurisdictions shall be credited to those jurisdictions.
