Expands the definition of "qualified facility" to include hotels or motels with additional meeting or convention space attached to convention and trade centers over 250,000 square feet in counties with populations between 1,100,000 and 1,600,000.

Permits new construction rehabilitation on vacant property where a previous structure has been demolished, if determined to be an economic benefit to the local community by the qualified local governmental unit.

Clarifies that rehabilitation for qualified retail food establishments includes new construction, and expands eligible areas to include both obsolete property rehabilitation act jurisdictions and U.S. Census-designated rural areas located in underserved areas.

Excludes professional sports stadiums and casinos (including casino-owned hotels, motels, parking lots, and retail stores) from the definition of qualified facilities.

Defines "underserved area" to include low or moderate income census tracts with below-average supermarket density, areas where over 50% of supermarket customers live in low-income tracts, or areas with significant travel distance limitations.
