Department shall approve or deny registry identification card applications within 15 business days of receipt, with approval limited to cases where applicants provide required information or denial only if information is missing or falsified.

Primary caregivers may assist no more than 5 qualifying patients, and each patient may have only 1 primary caregiver; department issues cards to approved caregivers within 5 business days of application approval.

Department shall appoint a panel of licensed physicians to review petitions for adding medical conditions to the debilitating conditions list, meeting at least twice yearly with recommendations subject to open meetings act requirements.

Creates Michigan medical marihuana fund to receive all fees collected under the act, with state treasurer managing investments and department of licensing and regulatory affairs administering expenditures upon appropriation for program operation and oversight.

Possession of or application for registry identification cards cannot constitute probable cause for search or inspection by governmental agencies, and confidentiality rules apply to applications and registry lists with penalties up to 6 months imprisonment or $1,000 fine for unauthorized disclosure.
