Authorizes Michigan state agencies and political subdivisions to enter into written mutual aid agreements with governmental units in other states for emergency response, training, and planned event coordination without requiring a formal state or local disaster declaration.

Recognizes licenses, certificates, and permits held by out-of-state emergency responders as valid in Michigan when they act within the scope of their credentials and equivalent Michigan authorization, excluding law enforcement personnel.

Extends all state and local governmental immunities from liability to out-of-state emergency responders providing mutual aid or participating in training exercises under approved mutual aid agreements.

Maintains that out-of-state emergency responders remain employees of their own jurisdictions and employers, with all pension, disability, workers' compensation, and other benefits extended to services performed outside their home jurisdiction.

Effective December 27, 2012, and does not limit existing emergency management compacts or acts under Michigan law.
