Prohibits operators of motor vehicles or vessels from willfully failing to obey police or conservation officer signals to stop, including by increasing speed, extinguishing lights, or attempting to flee or elude.

Establishes four degrees of fleeing and eluding charges: fourth-degree (up to 2 years or $2,000), third-degree (up to 5 years or $5,000), second-degree (up to 10 years or $10,000), and first-degree (up to 15 years or $15,000).

Upgrades charges to third-degree if violation results in collision, occurs in low-speed zones (35 mph or less for vehicles, or "no wake" zones for vessels), or offender has prior fourth-degree fleeing conviction.

Upgrades charges to second-degree if violation causes serious bodily injury or offender has prior convictions for first-, second-, or third-degree fleeing or multiple prior fourth-degree convictions.

Mandates license suspension for fourth- or third-degree convictions and license revocation for second- or first-degree convictions; vessel operating privileges suspended for up to 5 years or revoked for at least 5 years accordingly.
