Defines "transfer" to include trading, free sharing, foodstand sales, or similar sales of de minimis value of residentially grown fruits and vegetables.

Does not prohibit sales of fruits and vegetables above de minimis value where otherwise authorized by law.

Designates the provisions regarding residential gardening as the "freedom to garden act."
