Amends the 1909 Public Acts to expand city authority to adopt and enforce ordinances with increased criminal penalties, allowing imprisonment of up to 93 days or fines up to $500 for violations substantially corresponding to state misdemeanors.

Permits cities to adopt section 625(1)(c) of the Michigan Vehicle Code by reference, with violations punishable by community service up to 360 hours, imprisonment up to 180 days, or fines between $200-$700.

Clarifies that cities may adopt state-promulgated codes (fire prevention, building, electrical, plumbing, etc.) by reference without publishing the full text, with copies available for public inspection at the city clerk's office.

Authorizes cities to regulate or prohibit public nudity, defined as exposing genitals, anus, or female breasts with less than fully opaque covering in public or for payment, with exceptions for breastfeeding and protected materials.

Takes effect immediately upon approval by the Governor on February 7, 2012.
