Removes the restriction limiting off-road vehicle (ORV) operation authorization to specific "eligible counties," allowing any county board of commissioners to adopt ordinances permitting ORV operation on maintained county roads.

Allows any township board to adopt ordinances authorizing ORV operation on maintained township roads, removing the one-year waiting period and eligibility county restrictions.

Permits municipalities (cities and villages) to authorize ORV operation on maintained streets within their jurisdiction without county eligibility limitations.

Maintains operational requirements including 25 mph speed limit, operation on far right of roads with traffic flow, headlight and taillight use, single-file travel, and restrictions on certain vehicle types and operators under 18 years old.

Preserves liability immunity for local units of government and establishes civil infraction penalties up to $500, with collected fines and damages split 50-50 between law enforcement for ORV enforcement and road maintenance departments for repairs.
