Prohibits public school employers from using public school resources to assist labor organizations in collecting dues or service fees from employee wages, effective immediately upon passage

Grandfathers existing collective bargaining agreements in effect on the effective date, allowing continued dues collection under those agreements until expiration, termination, extension, or renewal

Requires each exclusive bargaining representative representing public employees to file an independent annual audit of expenditures for collective bargaining, contract administration, and grievance adjustment by March 1 each year, with audits made available to the public

Appropriates $100,000 to the Michigan Employment Relations Commission for fiscal year 2011-2012 to implement the new audit requirement

Takes effect immediately upon approval by the Governor on March 15, 2012
