Creates the Thomas Daley gift of life fund within the state treasury to replace the former organ and tissue donation education fund, with money transferred from the previous fund.

Designates the Department of State as administrator of the fund for auditing purposes and authorizes expenditures upon appropriation for administration and maintenance of the state anatomical gift donor registry program under the public health code.

Allows remaining fund money to be spent on the Department of State's public information campaign concerning the Michigan organ donation program.

Amends Section 307 to require applicants for operator's and chauffeur's licenses to provide identity documents verifying citizenship or legal presence in the United States, with detailed requirements for name verification and documentation of legal status.

Takes effect June 30, 2012, and is conditioned on enactment of Senate Bill No. 534 of the 96th Legislature.
