Amends Section 3113 of the Insurance Code of 1956 to add a new provision denying personal protection insurance benefits to individuals who were not authorized under federal law to be present in the United States at the time of an accident.

Maintains existing benefit denial provisions for individuals using unlawfully taken vehicles (unless they reasonably believed they were entitled to use it), vehicle owners lacking required security, and non-residents in unregistered vehicles without qualifying insurance.

Changes grammatical language from "which" to "that" in two locations within the section for clarity.
