Amends the Revised Judicature Act of 1961 to modify court procedures for summary proceedings (evictions and detainers).

Removes limitations on the number of summary proceedings that may be scheduled simultaneously on the same date or that a person may file or schedule at any one time.

Establishes service of process requirements for summary proceedings, allowing service by first-class mail with certificate of mailing, standard civil service methods, or posting at defendant's dwelling after three failed personal service attempts.

Permits parties to join claims and counterclaims for money damages related to wrongful entry, detainer, possession, lease breach, waste, or property destruction, with rent claims due through the end of the rental period at trial (no proration).

Requires courts to award damages for landlord or tenant labor in repairs at reasonable rates when awarding repair cost damages in summary proceedings.
