Amends Michigan's construction code to allow governmental subdivisions to contract with private organizations to perform building permit and code enforcement functions on behalf of the enforcing agency.

Permits private contractors to receive permit applications, collect fees and fines, perform plan reviews and inspections using registered professionals, and issue correction notices and violation notices with building official approval.

Authorizes private organizations to approve temporary utilities, determine unsafe structures, and in emergency situations issue orders to connect/disconnect utilities or vacate premises.

Requires that any contract with a private organization entered into or renewed after the law's effective date must include conflict of interest provisions unless the governmental subdivision already has a conflict of interest ordinance.

Effective date: April 20, 2012; applies to contracts with private organizations for code enforcement and administrative functions.
