Appropriates $88.8 million in supplemental funding for fiscal year ending September 30, 2012, with $869,500 from state general fund and remaining amount from federal and state restricted revenues.

Allocates $76.3 million through Department of Treasury for foreclosure-related programs including $68.7 million for housing development authority initiatives (counseling, legal aid, blight elimination, homebuyer assistance, refinance grants) and $7.5 million for foreclosure rescue scam victim restitution.

Provides $6 million to Attorney General for Home Protection Unit (9 FTE positions) and $5 million to Military and Veterans Affairs for assistance to service members affected by foreclosure crisis.

Directs $877,600 for foster care payments through Department of Human Services and $600,000 to State Police for secondary road patrol program.

Authorizes carryover of unexpended funds through September 30, 2016 for foreclosure relief efforts, with any remaining homeowner protection fund amounts after 2016 redirected to blight elimination activities.
