State registrar shall issue heirloom birth certificates upon request and payment of a $40.00 fee, separate from standard birth record copies under existing law.

Of each $40.00 fee collected, $20.00 shall be transmitted to the state treasurer for deposit into the children's trust fund established by 1982 PA 249.

Heirloom birth certificates must be designed to be suitable for display, consistent with standard birth certificate form and content, and may bear the state seal and governor's signature.

Heirloom birth certificates are not official records of birth and do not serve as the active birth certificate for the individual named on the document.

Department shall market and promote heirloom birth certificates and may establish a gift card or certificate redemption system for purchases.
