Amends Michigan campaign finance law (1976 PA 388) to modify definitions of "candidate," "contribution," and "expenditure" for political activity regulation and reporting purposes.

Revises filing schedules for campaign statements by independent committees and political committees, requiring reports by February 15, April 25, July 25, and October 25 of each year with specified closing dates.

Establishes expedited reporting requirements for independent expenditures within 45 days before special elections, with reports due within 48 hours of the expenditure.

Adds daily reporting requirements during the 14 days before primary and general elections for contributions or expenditures exceeding $1,000 per day, with reports due by 4 p.m. each business day.

Increases penalties for late or incomplete campaign filings, including late filing fees up to $1,000 and misdemeanor charges for failing to file multiple required statements for more than 30 days.

Takes effect December 30, 2012, contingent on enactment of Senate Bill No. 753.
