Authorizes the secretary of state to conduct post-election audits of precincts and establishes an election audit program with procedures for county clerk participation and certification.

Requires county, city, township, and village clerks to complete continuing election education training at least once every 2 years to maintain accreditation, provided at no cost by the department of state.

Establishes mandatory initial training for all new appointed or elected election officials within 6 months before an election and creates an election day dispute resolution team with regional state department representatives.

Implements uniform standards for petition signatures in nominating, recall, and ballot question petitions, including standards for circulator registration validity, signature genuineness, and proper place of registration designation.

Makes technical amendments to election record retention periods and procedures for receiving boards that count and certify ballots at precincts.
