Reduces district court judgeships in three northern Michigan districts by having probate judges assume district court duties upon a vacancy or when the incumbent does not seek reelection.

Establishes the 87th-A district (Otsego County), 87th-B district (Kalkaska County), and 87th-C district (Crawford County) as first-class districts where the respective county probate judges serve as district judges.

Modifies the 88th district (Alpena and Montmorency Counties) to have the Alpena probate judge serve within Alpena County and the Montmorency probate judge serve within Montmorency County upon a vacancy or when the incumbent seeks no reelection.

Modifies the 89th district (Cheboygan and Presque Isle Counties) to have the Cheboygan probate judge serve within Cheboygan County and the Presque Isle probate judge serve within Presque Isle County upon a vacancy or when the incumbent seeks no reelection.

Takes effect immediately upon approval on February 21, 2012.
