Requires physicians or qualified assistants to orally screen patients for coercion to abort using department-developed screening tools at the patient's first presentation at a facility where abortions are performed.

Mandates that physicians or qualified assistants follow department protocols when a patient discloses domestic violence or coercion to abort.

Requires reporting to local child protective services if a patient under age 18 discloses domestic violence or coercion to abort by an individual responsible for the minor's health or welfare.

Requires abortion facilities to post a conspicuous notice about violence against women and make publications on this topic available to patients, employees, and visitors.

Takes effect October 1, 2012, but only if House Bills 4798, 4799, 5182, and 5183 are also enacted into law.
