Beginning January 1, 2013, state agencies entering into procurement contracts for services must allow the department or its designee to audit vendors for contract compliance.

Financial and accounting records for state contracts must be made available to the department, its designee, and the auditor general upon request during the contract term and for 3 years after expiration or final payment.

State grant recipients must agree to allow the department or its designee to audit compliance with grant terms, with financial and accounting records available for the same audit period as contracts.

Proprietary financial and accounting data associated with contracts or grants are exempt from disclosure under Michigan's Freedom of Information Act.

The auditor general's constitutional or statutory authority is not limited by this section, and audits may be conducted by the auditor general or a certified public accounting firm selected by the auditor general.
