Creates a state drug treatment court advisory committee within the legislative council, composed of the state court administrator and 17 members jointly appointed by the speaker of the house and senate majority leader.

Appointed members must include judges with drug/alcohol/veterans treatment court experience, court administrators, prosecutors, law enforcement, treatment providers, defense attorneys, program graduates, crime victim advocates, probation officers, and representatives from relevant organizations.

Members serve without compensation but may be reimbursed for actual and necessary expenses, with initial terms staggered at 4 years, 3 years, or 2 years depending on position, and subsequent terms of 4 years.

Advisory committee must meet at least quarterly, conduct public meetings compliant with the open meetings act, and maintain records subject to the freedom of information act.

Committee shall monitor the effectiveness and funding availability of drug treatment courts and veterans treatment courts, and present annual recommendations to the legislature and supreme court regarding proposed statutory changes.
