Moves one judgeship from District 4 to District 2 at the end of a term or upon vacancy of the first Court of Appeals judge who becomes constitutionally ineligible for reelection due to age after the bill's effective date.

Fills any vacancies existing on the effective date in Districts 1 and 3 by gubernatorial appointment under the state constitution until each district has 7 incumbent judges.

Specifies that judgeships moved due to vacancy are filled by gubernatorial appointment, while those moved at term end are filled by election.
