Establishes veterans treatment courts in Michigan circuit and district courts to provide supervised treatment programs for veterans struggling with substance abuse, alcohol dependence, or mental illness.

Requires courts adopting veterans treatment courts to enter memoranda of understanding with prosecuting attorneys, defense representatives, treatment providers, veterans service organizations, and the U.S. Department of Veterans Affairs.

Restricts admission to veterans who are not violent offenders and requires completion of preadmission screening, evaluation assessment, guilty plea to charges, and waiver of speedy trial and preliminary examination rights.

Permits discharge and dismissal of non-traffic offenses upon successful program completion for first-time participants, with at most one discharge per individual; maintains records as closed to public inspection but accessible to courts and law enforcement.

Requires participants to pay fines, costs, restitution, treatment fees, and comply with court orders including substance abuse testing, mental health treatment, and mentorship from other veterans; allows fee waivers if payment would substantially burden the participant.
