Amends the Corrections Code of 1953 to allow private vendors to operate youth correctional facilities that house adult inmates, removing references to "youth" facilities in sections governing wardens, personnel appointments, and facility operations.

Permits designated representatives of private vendors operating correctional facilities under section 20g to access probation records, reports, and case histories for prisoners assigned to those facilities.

Extends worker's compensation supplement provisions to Department of Corrections employees injured by prisoner assaults or during riots at privately-operated correctional facilities, but excludes private vendor employees from receiving these supplements.

Modifies visitor search procedures to allow same-sex pat-down searches at state correctional facilities including those operated by private vendors, with option for visitors to waive this requirement.

Authorizes telephone monitoring at privately-operated correctional facilities for security purposes under rules promulgated by the director, with procedures for unmonitored calls to attorneys and public officials.
