Requires physicians to conduct oral screening for coercion to abort, asking patients about pressure from family members, partners, or others, and document findings in medical records; requires posting of domestic violence and sexual assault hotline information in clinics.

Allows local health departments to provide pregnancy testing and certification upon patient request, with strict confidentiality protections and mandatory destruction of patient identifying information within 30 days; takes effect October 1, 2012, contingent on enactment of HB 4798, 4799, 5134, and 5181.
