Replaces references to federal agencies with Michigan state agencies: Department of State Police handles most motor carrier safety matters, while the Michigan State Transportation Department handles hazardous materials routing under 49 CFR part 397.

Exempts buses operated by public transit agencies, including those under county/city/township authorities, metropolitan transportation authorities, and public transportation authorities incorporated under specified Michigan statutes.

Exempts non-commercial motor vehicles operating in intrastate commerce from certain federal regulations, though they remain subject to 49 CFR parts 391-393 (driver qualifications, hours of service, safety).

Defines "hazardous material vehicle inspection or repair facility" as commercial enterprises performing inspections, testing, or repairs to hazardous material transport vehicles, including motor carriers performing maintenance on their own fleets.
